The ACT Drug and Alcohol Sentencing List: Findings from a Process Evaluation

This paper presents the key findings of a qualitative developmental process evaluation of the Drug and Alcohol Sentencing List (DASL) in the ACT Supreme Court, which commenced at the end of 2019. It draws on interviews with five DASL participants and 21 professional stakeholders, as well as court observations and document analysis. We provide an overview of the DASL, a review of drug courts generally, and discuss our key findings. Specifically, we examine the pathways into DASL, evidence of cooperation and collaboration between stakeholders, comments on how DASL operates in practice, preliminary outcomes, and a review of legislation and case law. We also evaluate DASL against two international frameworks, the Key Components of Drug Treatment Courts and the Best Practice Standards for Adult Drug Courts. Our findings provide preliminary evidence of success in Australia’s newest drug court. We also discuss next steps for the final stage of the evaluation.
